Free-Press-Release is a free service that allows you to upgrade if needed. If you are not worries about have a link in the release to your website than the distribution will not cost you anything but if you are looking to include a link it will only cost you a dollar to distribute. To really spruce things up and promote it they charge 5 bucks. Not too bad if you are on a serious budget.

1888PressRelease offers plans from free to $50. The free service is very bare bones but for $50 dollars you can add links and photo galleries with the release.
